The two look similar and are fixed differently. Telling them apart is the first job, because treating the wrong one guarantees it comes back.
A basement sits against soil that stays cool year round, so the foundation walls and floor are the coldest surfaces in the house. When warm, humid air reaches them it gives up its moisture onto the surface. That is condensation, and it is why basements often smell worst in July rather than in the middle of winter.
The other cause is liquid water: grade that slopes toward the house, downspouts that discharge at the foundation, hydrostatic pressure pushing through block, or a supply line that let go. These leave a mark — a tide line, efflorescence, a stained edge of carpet — that condensation usually does not.
Which one you have decides the entire scope. A dehumidifier does nothing about a downspout, and regrading does nothing about a basement that is simply too humid in August.

Carpet pad below grade holds moisture against a cool slab. A pad that has been damp repeatedly is generally removed rather than dried.
